Francis D’Silva is a technology strategist with over 35 years of experience in developing and executing technology strategies across different industries in the Nordics. His focus areas include Digital Transformation, Collaboration Architecture, and Innovation Ecosystems in Health & Public Service. Francis has a deep understanding of the Norwegian Public Service and the Norwegian healthcare landscape – public service, commercial enterprises, and its associations. He has designed some of Norway’s digital infrastructures including Helsenorge.no – Citizens’ Health portal, Kjernejournal- National Summary Care Record and Altinn, National digital platform for business-government collaboration.
Francis advises executives and board members of business enterprises and public service agencies in the operationalization of innovation strategies and strategies for collaboration and data sharing. Francis is an active member of various Norwegian innovation clusters in healthcare and a member of the leadership team of “Centre for Connected Care” a research and innovation consortium led by the Oslo University Hospital. He is a long serving board member of the Norwegian Computer Society and a Senior Member of the ACM.
